Former VOA Executive Accused of Embezzling Over $270,000

Louisville, KY – Tiffany Cole Hall, the former Chief Operating Officer of Volunteers of America (VOA) Mid-States, is facing serious allegations of embezzling more than $270,000 from the organization. A lawsuit filed on February 14, 2023, in Jefferson Circuit Court by VOA’s insurance company accuses Hall of diverting funds intended to support vulnerable individuals and communities for her personal use.

According to a statement from VOA, the alleged misconduct was uncovered in December 2022, prompting an internal investigation and audit. As a result, Hall was terminated from her position in early 2023, and the case was subsequently turned over to law enforcement authorities. Despite the serious nature of the allegations, no criminal charges have been filed against Hall as of yet, with court records showing no ongoing criminal case.

The lawsuit, filed by attorney James Dilbeck, seeks a jury trial and the return of the $273,768 in embezzled funds. The insurance company representing VOA is taking legal action after the discovery of the alleged theft.

Hall, through her attorney Nick Mudd, has denied the allegations. “We are saddened by the allegations made by VOA against Ms. Cole Hall,” Mudd said in a statement. “She served as an excellent leader for VOA for many years. Ms. Cole Hall disputes the allegations and maintains her innocence to these claims. We will continue to assist with any investigation.”

In response to the lawsuit, VOA expressed its disappointment over Hall’s alleged actions, which they said violated the organization’s core values of integrity, transparency, and accountability. VOA, which provides addiction treatment, counseling, housing services, and residential programs for vulnerable populations, reassured the public that it had implemented enhanced financial oversight and additional internal controls to prevent similar incidents in the future.

“We want to reassure the public, our stakeholders, and those we serve that we have taken significant steps to prevent such incidents from occurring in the future,” VOA said in a statement.

Until the lawsuit’s filing, VOA had been advised by attorneys not to publicly disclose information regarding the incident due to an ongoing federal investigation. VOA referred further inquiries to the U.S. Attorney’s Office for the Western District of Kentucky, which had not responded to requests for comment as of the time of publication.

In addition to her role at VOA, Hall had been employed at The Morton Center, a drug and alcohol rehabilitation facility. However, following the allegations, the center placed her on administrative leave. “The Morton Center’s leadership was recently made aware of allegations of impropriety involving Ms. Hall’s previous workplace,” said a statement from the center. “She has been employed with The Morton Center, but has been placed on administrative leave. We are working diligently to ensure nothing improper occurred at our facility, and are working to support our nonprofit partners any way we can.”

As the legal proceedings continue, both VOA and The Morton Center are focused on addressing the situation and preventing any similar issues in the future.
